Synopsis

Introduction to Digital Single Market Law and Legal Aspects of Servitisation in the EU: Study Material. 

The European Union is modernizing its industrial strategy to enhance competitiveness and technological independence. A Digital Single Market is key to improving access to digital services, fostering innovation, and strengthening the resilience of European industry in the global market. Digital transformation also supports the development of artificial intelligence, quantum computing, and advanced communication infrastructures, crucial for the EU’s economic growth and strategic autonomy. This study material covers two main themes. The first part analyzes the legislative and strategic pillars of the Digital Single Market, focusing on geoblocking rules, cross-border VAT simplification, consumer protection, and platform regulation. It also examines key legislation such as the Digital Services Act, Digital Markets Act, and GDPR, as well as issues related to cybersecurity, data security, AI regulation, and copyright law. The second part explores servitisation, a megatrend enabling industrial transformation through digitisation. It shifts businesses from product sales to service solutions, increasing value and sustainability. Despite its relevance, servitisation remains overlooked in legal research and practice. The material concludes with questions and workshops that encourage critical analysis and discussion on the Digital Single Market’s legal and economic impact.

Author Biography

Janja Hojnik, University of Maribor, Faculty of Law

Dr. Janja Hojnik (born 1979 in Ptuj) is a full professor at the Faculty of Law, University of Maribor. She holds degrees in law and economics, and is a Doctor of Legal Sciences with a completed juridical exam. She is the Vice Dean for Research at the Faculty of Law in Maribor (2023-2027) and the head of the Master's program in European Legal Studies (since 2019). She also served as the Vice-Rector for Quality, Human Resources, and Legal Affairs at the University of Maribor (2018-2022). Dr. Hojnik is a visiting professor at KU Leuven (Belgium) and a member of the advisory board of the leading EU law journal, the Common Market Law Review, published by Leiden University. She is also a member of the international and interdisciplinary expert group (Brown Bag Lunch Group). Leader of the Jean Monnet Chair project (2024-27) and the ARIS Core Project (2025-28) on legal challenges in the service economy. Recipient of the UM Award for outstanding achievements in scientific and teaching work (2025).
